One day of classroom instruction, two full days in the field. Moving and static surveillance, covert observation, positioning, radio discipline, and GPS tracking — taught by instructors with 50+ years combined in Gang, Street Crimes, and ATF Career Criminal work. Capped at 16 to hold instructor ratio during field exercises.

Utilizing Cellular Data for Patrol and Dispatch Operations
The entry point. How cellular networks, social media and phone apps support real-time response — exigent pings, locating callers, tracking suspect movement, drafting basic warrants for electronic data. Includes Google Earth workshops. Built for patrol, dispatch, supervisors, analysts, new detectives, prosecutors and paralegals.

Beyond the Ping: Advanced Cellular Tactics for Fugitive Capture
Where to go when the ping runs out — social media, IP addresses, alternate location methods — through suspect identification, mission planning, and officer-involved shooting protocols.

Taught by People Who Did the Work
Craig Garcia retired as a Sergeant from the Mesa Police Department after more than 20 years in Arizona law enforcement, leading the Red Mountain Division's Street Crimes Unit.
He is an AZ POST Certified General Instructor for over fourteen years and Master Instructor. As a former Investigations Instructor for ZETX / LexisNexis he taught at more than 90 police agencies, and served as a primary instructor for the United States Secret Service Mobile Wireless Investigations group. He has provided expert testimony in court on cellular data analysis.
Covert Surveillance is co-taught with Charlie Evans (Retired -31 Years), bringing the instructor team to 50+ years combined across Gang and Street Crimes, Major Felons, and an ATF Career Criminal Squad.
